Folks, this is live sports entertainment. it isn't pre=taped like shows in the past. They can't redo the match so it is absolutely perfect. It is live.
As a person who did theatre, choir, speech team, college tv news station, etc. many ions ago when i was a young lad, I can attest that accidents, flubs, miscues, etc happen all the time when the show is live and in living color. As a performer you can improvise to get back on track or you can simply ignore the fact that a mistake occurred and stick to the program. The referee decided to stick with the program and act as if Damien had lifted a shoulder.
Now was that the best choice? For storyline purposes and the outcome of the cash in? Sure. If the referee had counted the three, Damien would be out of the Judgement Day, and Seth could still challenge for title thus needing to revisit and change ongoing storylines. Yes, creative was able to go with the flow for WrestleMania, change direction on the fly, and tell a captivating story that was probably more interesting than the original plan. Why tempt fate a second time? The fact that not only did Seth not become champion, he also can't challenge for the belt while Damien is champion. This adds another very interesting and compelling piece to the upcoming Seth vs C M Punk program
This is one time where staying on track and moving forward with plans makes sense.
